MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 1990 <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />DESOTO The City Administrator outlined the terms of the DeSoto <br />WATERMAIN watermain easement which he negotiated with Mr. and <br />EASEMENT Mrs. Angelo Scalze as outlined in his letter dated <br />October 3, 1990. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-10-463 - APPROVING THE PAYMENT OF <br />$620.00 TO MR. AND MRS. ANGELO SCALZE FOR ACQUISITION <br />OF THE NECESSARY DE50T0 WATERMAIN EASEMENT SUBJECT TO <br />COST REIMBURSEMENT FOR THE EASEMENT BY SLUMBERLAND AS <br />OUTLINED IN THEIR DEVELOPMENT AGREEMENT WITH THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />TRAFFIC Fahey reported that he and the City Administrator met <br />ORDINANCE with representatives of Mingles and the Ramsey County <br />Sheriff's Department on the issue of number of police <br />calls at Mingles. It was learned that in July Mingles <br />took some steps to provide additional security which <br />has resulted in a reduction in the number of calls at <br />that location. However, as a result of the meeting a <br />couple of recommendations were made. The first is for <br />restricted parking on Little Canada Road, and the <br />second is for a change in wording in the City's traffic <br />ordinance which would allow the Sheriff's Department to <br />patrol in areas of the City where there is vehicular <br />traffic, for example, parking lots. <br />The City Administrator pointed out that the City <br />Attorney has submitted a proposed Ordinance for <br />adoption by the Council. <br />LaValle felt that the wording change would result in <br />problems since the Sheriff's Department would then be <br />allowed to go into private driveways and tag cars that <br />have expired plates. LaValle stated that Shoreview <br />adopted a similar ordinance a few years ago which <br />resulted in a lot of problems. <br />The City Attorney stated that current Ordinance does <br />Page 18 <br />
