MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 1990 <br />not allow the Sheriff's Department to issue tags for <br />unlicensed vehicles on private property. <br />The City Administrator reported that the Sheriff's <br />Department has also requested that no parking be posted <br />on Little Canada Road. The Administrator reviewed the <br />recommendation of the Public Works Superintendent that <br />no change in parking status be made since there is need <br />for parking on the south side of Little Canada Road by <br />residents of the area, and the north side of the road <br />has been designated as a bike path. <br />Blesener felt there were two issues to deal with, the <br />first being the right of the Sheriff's Department to <br />patrol the Mingles parking lot and issue citations, if <br />necessary. The second is whether or not the City wants <br />the Sheriff's Department patrolling the City and <br />looking for unlicenses vehicles. Blesener felt the <br />second issue was a junk car issue. <br />Collova suggested that if there was a problem with <br />patrons of Mingle parking on Little Canada Road, just <br />that section of the street adjacent to the Saxon be <br />posted as no parking. <br />The City Attorney stated that he would quickly review <br />the City's ordinance relating to junk cars, and Council <br />agreed to come back to this issue in a few minutes. <br />COUNTRY DR. Mr. LaValle introduced the following resolution and <br />CONTRACT moved its adoption: <br />RESOLUTION NO. 90-10-464 - AUTHORIZING THE MAYOR AND <br />CITY ADMINISTRATOR TO EXECUTE THE COUNTRY DRIVE <br />IMPROVEMENT CONTRACT WITH FRATTALONE EXCAVATING ON <br />BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Scalze, Fahey. <br />Nays (o). <br />Resolution declared adopted. <br />RAMSEY COUNTY The City Engineer reviewed his report dated October 8, <br />MAINTENANCE 1990 regarding Ramsey County maintenance improvements. <br />IMPROVEMENTS The Engineer recommended that the City participate in <br />the first project, which is the construction of a <br />manhold on County Ditch 7B on County Road D. The <br />Engineer felt that the City benefited by this <br />improvement since it eliminates an unsafe condition <br />associated with City-owned storm sewer. Estimated cost <br />of the City's share is $1,200. <br />Paqe 19 <br />
