MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 1990 <br />Brueggemann reported that every tenant at Kandice <br />Heights pays rent from the first full month of <br />occupancy. <br />Blesener pointed out that since the projects are TIF <br />projects, other businesses in the City are worried that <br />Kandice Heights has an advantage for the first year or <br />so. <br />Brueggemann pointed out that the only advantage is that <br />for a new project the first year's taxes are lower. <br />However, this is true of any new project. <br />LaValle pointed out that TIF is supposed <br />generate new business and new employment <br />LaValle felt there should be more effort <br />businesses from outside Little Canada. <br />Fahey pointed out that the City cannot p <br />Canada businesses from relocating to Mr. <br />buildings. <br />to be used to <br />in the City. <br />to qet new <br />rohibit Little <br />Brueggemann's <br />Brueggemann pointed out that Little Canada does not <br />have a large enough tenant base to draw from and stated <br />that he has no problem with targeting businesses <br />outside the City in his marketing efforts. <br />Brueggemann presented the Council with a sketch of the <br />landscaping he is proposing for the Kandice Heights <br />projects. Brueggemann reported that he will be having <br />a meeting with the neighbors to work out the details of <br />the plan. <br />The next issue discussed was the improvement of Nadeau <br />Road. Brueggemann reported that he has been having <br />discussions with the City Administrator about his <br />sharing in the cost of improving Nadeau Road. <br />Originally he thought that such an improvement would <br />have no benefit to his property since he cannot access <br />the road, however, the Administrator has pointed out <br />the aesthetic benefits. Brueggemann stated that he <br />understands that improvement costs will be between <br />$23,000 and $25,000, however, he has no offer at this <br />time. Brueggemann stated that he is open to <br />negotiation, but asked that the City keep in mind that <br />he will not be using the road. <br />Fahey stated that the Development Aqreement for Kandice <br />Heights Phase II should provide for sharing a <br />percentage of the costs involved in improving Nadeau <br />Road. <br />Page 6 <br />
