MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1990 <br />There was no one from the general public present <br />wishing to comment on this matter, and the City has <br />received no written objections to the assessment of <br />Improvement No. 90-7. <br />Upon motion by Scalze, seconded by Blesener, the public <br />hearing was closed. <br />Scalze noted that the City is proposing to assess 80% <br />of project costs. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-10-476 - APPROVING AND ADOPTING THE <br />ASSESSMENT ROLL FOR IMPROVEMENT NO. 90-7, COUNTY ROAD D <br />FROM LABORE ROAD TO 0.35 MILES EAST BY SHOULDER PAVING <br />ASSESSMENT TO BE $1.3349 PER LINEAL FOOT <br />COUNTY NO. 6092 <br />INTEREST RATE - 8 1/4 PERCENT <br />INSTALLMENT - FIVE YEARS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Collova, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />ASSESSMENT Fahey opened the assessment hearing on Improvement No. <br />HEARING - 88-7, payne Avenue between LaBore Road and County Road <br />IMP. NO. D by excavation, geo-technic fabric, storm sewer, <br />88-~ subbase drains, granular subbase, crushed gravel base <br />and bituminous surface and sealcoat. <br />The amount to be assessed is $37,434.70. There are 55 <br />lots involved and the recommendation is for a per lot <br />assessment of $680.63. <br />The Mayor asked for comments from the general public on <br />this matter. <br />Leslie Falteisek, 623 1/2 Payne Avenue, stated that she <br />is still paying the original assessment for Payne <br />Avenue. Falteisek stated that she believed the reason <br />the improvement was necessary was because of damage to <br />the street from construction traffic. Falteisek stated <br />that she never wanted the road 13 years ago, and <br />objected to her assessment for the improvement. <br />Scalze pointed out that prior to the improvement of <br />Payne Avenue, Falteisek had a gravel driveway on a <br />public road easement. Scalze stated that this <br />situation should never have been allowed, and pointed <br />Page 8 <br />
