MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />Costa Lane going north to Allen, but not the horseshoe <br />configuration to DeSoto. Costa stated that he wanted <br />to qet started with the development of lots along <br />DeSoto. <br />Fahey pointed out that the horseshoe configuration has <br />less of an impact on the surrounding property owners, <br />and felt that if anyone should be impacted as part of a <br />new plat, it is the developers. <br />Costa suggested pursuing the extension of Costa Lane <br />north with the option of going west if the necessary <br />right-of-way cannot be obtained. <br />Scalze asked the status of the tax-forfeit property. <br />The City Administrator reported that there is a piece <br />of the road right-of-way to the north that is available <br />for the City to pick up. The City has contacted the <br />County requesting information on this parcel. <br />Fahey suggested that action be tabled on the <br />preliminary plat until City staff can contact the <br />property owners to the north to determine if the <br />easements are available. <br />Costa again pointed out that he is giving up property <br />for road right-of-way, and felt that these property <br />owners should give up the right-of-way at no cost as <br />well. <br />Fahey agreed, and suggested that Costa Lane go to the <br />west if the property owners on the north will not give <br />up the right-of-way. It was pointed out that the <br />Plessel easement would have to be purchased., since this <br />property owner would not have a developable lot as a <br />result of the extension of Costa Lane. <br />Milan Moravetz asked if Costa Lane were extended north <br />by a cul-de-sac, if the cul-de-sac would be located on <br />his property. Moravetz stated that he liked the idea <br />of Costa Lane going to the west. <br />It was pointed out that a cul-de-sac to the north would <br />not touch the Moravetz property. <br />Judy Michaud was concerned about assessments to the <br />property owners on Al1en. <br />Fahey replied that if the Costa Estates plat proceeds, <br />it is almost a certainty that there will be <br />improvements to other streets in the area. <br />Page 10 <br />
