MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />Michaud stated that she was opposed to watermain <br />improvement on Allen Avenue. <br />Mr. Peyer, Vanderbie Road, suggested that if <br />improvements are done in the area, the entire area be <br />done at one time so that a better price can be <br />obtained. <br />Mr. Vern Peterson, Vanderbie Road, stated that he had <br />heard no discussion about drainage of the area. <br />Peterson asked how the preliminary plat could be <br />approved without review and approval of a drainage <br />plan. Peterson stated that there are existing drainage <br />problems in the area that need to be addressed. <br />Fahey replied that the issues of grading, storm sewer, <br />and drainage are typically addressed between <br />preliminary plat and final plat approval. Once <br />preliminary plat approval is obtained, the developer is <br />required to submit the necessary drainage and grading <br />plans for review and approval of the City Engineer <br />prior to final plat approval. <br />There was no one else present wishing to comment on <br />this matter. <br />Upon motion by Fahey, seconded by Scalze, the public <br />hearing was closed. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 90-10-485 - TABLING ACTION ON THE <br />PRELIMINARY PLAT FOR COSTA ESTATES FOR 30 DAYS PENDING <br />CONTACT BY CITY STAFF OF THE HOMEOWNERS TO THE NORTH TO <br />DETERMINE IF THEY ARE WILLING TO FURNISA EASEMENTS FOR <br />THE EXTENSION OF COSTA LANE NORTH TO ALLEN AVENUE AT NO <br />COST, WITH THE EXCEPTION OF THE PLESSEL EASEMENT, AND <br />PARTICIPATE IN THE COSTA ESTATES DEVELOPMENT PROPOSAL, <br />INFORMING THE PROPERTY OWNERS THAT IF THEY DO NOT WI5H <br />TO PARTICIPATE OF THE LIKELIHOOD THAT COSTA LANE WILL <br />BE EXTENDED TO THE WEST TO DESOTO <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Scalze, Collova, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />RECESS At this point in the meeting, 9:15 P.M., the Council <br />took a short recess.
