MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />David Kroos, representing Boarman & Associates, stated <br />that he feels the City has been very fortunate that the <br />construstion market is soft and got a good buy on the <br />Fire Station and City Center addition. However, this <br />has had a direct effect on architect's fees. Kroos <br />estimated that his firm had 90 hours over the base fee <br />for the Fire Station project and 200 hours over for the <br />City Center. Kroos stated that Boarman is not an <br />inefficient firm, however, these additional hours were <br />needed to get the job done. Kroos stated that it is <br />Boarman's position that sales tax and construction <br />manager fees are always included in their contracts. <br />Fahey stated that he had a hard time justifying paying <br />a fee on a cost that is not incurred, however, will <br />accept the recommendation of the City Administrator. <br />Kroos asked about the retaining wall and irrigation <br />systems. <br />The Administrator stated that depending on bids for <br />landscaping of each project, the irrigation systems may <br />be subject to additional fee. The Administrator <br />recommended compensation for redrawing the retaining <br />wall based on hours expended. <br />Kroos reported that his firm had 8 hours in for <br />redrawing the retaining wall. <br />Scalze stated that she had a difficult time paying 7% <br />fee on sales tax which is money the City may not have <br />to spend. <br />Kroos did not feel his firm should be penalized for the <br />City's taking a risk in not paying sales tax. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-10-493 - ACCEPTING THE RECOMMENDATION <br />OF THE CITY ADMINISTRATOR AS OUTLINED IN HIS REPORT <br />DATED OCTOBER 19, 1990 WITH REGARD TO ADDITIONAL <br />COMPENSATION DUE BOARMAN & ASSOCIATES INCORPORATING <br />INTO THIS RESOLUTION APPROVAL FOR ADDITIONAL <br />REIMBURSABLES AS PREVIOUSLY DISCUSSED AND APPROVED BY <br />THE CITY COUNCIL <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Page 18 <br />
