MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />Fahey asked if from a City perspective it would be <br />better if Costa Lane went through to Allen Avenue on <br />the north. <br />The City Planner stated that his office prefers to see <br />the cross-street situation as proposed because this <br />situation does more to discourage through traffic in <br />the neighborhood. The plat as proposed does not <br />preclude the possibility of Costa Lane running through <br />to the north some time in the future. <br />Blesener pointed out that Costa Lane could be run <br />through on the north or else a short cul-de-sac could <br />be extended north in the future when those northern <br />lots are ready to develop. <br />DeBace reported that the Costa family will not sell the <br />northern lots along the Vanderbie extension of Costa <br />Lane right away in the event that the northern <br />properties decide they want to participate in the <br />project and the road is run through to the north. It <br />was pointed out that the Costa family would gain two <br />additional lots if the road went north. <br />Fahey felt that even if Costa Lane went north to Allen <br />Avenue, traffic to the park would take the most direct <br />route, either LaBore Road to DeSoto, or Allen Avenue to <br />DeSoto. <br />Scalze pointed out that the Vanderbie connection of <br />Costa Lane impacts the owner of Lot 3. This lot <br />becomes a corner lot, and larger setbacks are required <br />on corner lots. <br />The City Planner replied that even as a corner lot, the <br />property is large enough so that it can be divided into <br />two lots if the garage structure in the rear is <br />removed. <br />Fahey felt out that if the plat is approved as <br />presented this evening, Costa Lane would never go <br />north. <br />The City Planner stated that a short cul-de-sac to <br />serve the northern properties, would be an acceptable <br />situation. <br />Clarence Bruehn, owner of Lot 3, stated that with the <br />Vanderbie extension, plus the cul-de-sac to the north, <br />his property will have road on three sides of it. <br />Bruehn stated that assessments would eat up his <br />property. <br />Page 3 <br />
