MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />sides of his property. Bruehn indicated that he wants <br />to sell his back lot because he felt that assessments <br />will eat up the property anyway. <br />The City Planner noted that the Council could take <br />action on the preliminary plat before it this evening <br />and still look into the acquisition of easements to the <br />north. If these easements are acquired, the property <br />could be replatted so that Costa Lane runs north to <br />Al1en Avenue. <br />DeBace again pointed out that the lots along the <br />Vanderbie extension would not be sold right away to <br />keep the option open of running Costa Lane north. <br />However, DeBace stated that the Costa family does not <br />want to be held up and would like to proceed with the <br />preliminary plat as presented this evening. <br />Scalze felt that if the Vanderbie extention of Costa <br />Lane is approved, the Bruehn property should not be <br />assessed until Costa Lane is extended north. <br />Fahey agreed, and suggested that the Development <br />Agreement provide that Bruehn is not assessed until he <br />would divide his property. Fahey noted that the <br />developer would be responsible for putting in the <br />street. <br />The City Planner replied that the developer could <br />request that the street be put in as a City project and <br />the costs assessed back against the benefitting <br />property owners. <br />The City Planner noted that the City could require that <br />in order to divide his property, Mr. Bruehn would have <br />to give up his portion of road right-of-way for Costa <br />Lane to go north. <br />Bruehn stated that he was opposed to having road on <br />three sides of his property. <br />Scalze noted that the Bruehn property could not be <br />assessed on.all three sides. <br />Tom Moser, 2960 Vanderbie, felt that in order to <br />maximize the development of the Costa property, Costa <br />Lane should go north to Allen Avenue. Moser felt that <br />there would not be a problem with traffic snaking <br />through Costa Lane to get to the park, and that traffic <br />will take the most direct route to the park. <br />The Planner noted that the Costa Lane extension to <br />DeSoto is very near the parking lot entrance for <br />Page 5 <br />
