MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />Pioneer Park, which he felt would be a factor with <br />traffic using Costa Lane for park access. <br />Moser felt that the Costa Lane extension to Vanderbie <br />plus a cul-de-sac or extension north to Allen would be <br />a hodge-podge of roads in a small area. <br />Jim Michaud, 485 Allen Avenue, pointed out that the <br />Allen Avenue residents are opposed to Costa Lane <br />extending north to Al1en. Michaud felt there was more <br />opposition to this than there was to Costa Lane <br />extending to Vanderbie on the east. <br />Fahey pointed out that the Costa Lane extension to the <br />east causes the developer to lose two lots, plus <br />impacts on the Bruehn property. Fahey suggested that, <br />if necessary, the City could use condemnation to extend <br />Costa Lane to Allen Avenue. <br />DeBace suggested that Costa Lane come in from DeSoto <br />Avenue on the south and end in a cul-de-sac on the <br />north at this time. <br />Fahey replied that another access is needed for Costa <br />Lane. Fahey felt that the City should use <br />condemnation, if necessary, to put Costa Lane through <br />to Allen. Fahey pointed out that condemnation was not <br />addressed earlier because everyone had indicated that <br />the land necessary for the additional easements was for <br />sale. <br />Scalze stated that if the property is for sale, the <br />developer should buy it. <br />DeBace stated that the property owner wants Costa Lane <br />to go through to Vanderbie on his own land and not <br />impact on anyone else. <br />Scalze pointed out that DeBace indicated to the <br />Planning Commission that the City is not interested in <br />Costa Lane going through to Al1en. <br />DeBace replied that Scalze had indicated that she would <br />not be interested in condemning any land. <br />Scalze stated that her comment was that if the land was <br />for sale the developer should buy it rather than the <br />City condemning it and going through the time and <br />expense of condemnation. <br />Fahey felt that the Council should focus on what is <br />best for the City.
