MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />Collova did not see the urgency, pointing out that the <br />preliminary plat has been changed three times in the <br />last few months. Collova suggested that the property <br />could be platted in phases. <br />DeBace reported that the Costa family would like to <br />process the preliminary plat on their entire parcel, <br />and then would final plat in phases. <br />Fahey suggested that the property along DeSoto be <br />addressed at this time, with the remainder of the <br />property platted as an outlot. <br />DeBace stated that he did not know the ramifications of <br />proceeding in this manner. DeBace again asked the <br />Council to approve the preliminary plat as presented, <br />pointed out that final platting will be done in phases. <br />The City Planner pointed out that when property is <br />platted into lots, the County then begins taxing on the <br />individual lots. Therefore, final platting in phases <br />as the property is ready to be developed is less <br />expensive for the property owner. <br />Costa indicated that he does not want to be put in the <br />position where there will be no other options other <br />than running Costa Lane north to Allen Avenue in the <br />future. <br />Fahey stated that he would support a Development <br />Agreement with the Costa's that would agree to the <br />platting of the property along DeSoto with the rest of <br />the property platted as an outlot at this time. The <br />Agreement could describe the two options for future <br />platting of the outlot, i.e. extension of Costa Lane <br />either north to Allen or east to Vanderbie. <br />Costa stated that he would be agreeable to that. <br />Larry Hartman, 466 Allen Avenue, suggested that rather <br />than extending Costa Lane as has been discussed, that <br />Costa Lane have a horseshoe configuration connecting <br />with DeSoto on both the north and south. Hartman felt <br />that this would resolve the concerns of both the <br />Vanderbie Road and Al1en Avenue property owners. <br />The City Planner pointed out that this configuration <br />would limit the access to Pioneer Park for the <br />neighborhood. <br />Scalze pointed out that walkway easements could be <br />provided along lot lines for access to the park. <br />Page 8 <br />
