MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 1990 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Fahey, Blesener, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />RECYCLING The Council reviewed the Public Works Superintendent's <br />report dated November 26, 1990 regarding recycling. <br />The Administrator pointed out that the report is for <br />information at this point, with Council action <br />necessary at the December 12th meeting. <br />Blesener reported that the City does not have a lot of <br />alternatives in the area of recycling. If <br />multiple-family housing is not included in mandatory <br />recycling, the City cannot meet its abatement goals, <br />and the taxpayer will have to pay a higher tax. If the <br />City does not mandate recycling, the County will, and <br />if the County mandates a recyclinq program to the City, <br />it will likely be more expensive. <br />Blesener pointed out that the Public Works <br />Superintendent is working with multiple-family property <br />owners, and it is his recommendation that <br />multiple-family buildings work out recycling agreements <br />with their present trash haulers. If that is not done, <br />the City will have to put a program together. <br />Blesener suggested that the City Attorney begin working <br />on an ordinance mandating recycling by multiple-family <br />housing. <br />The City Attorney agreed to begin working on such an <br />ordinance, with the City Administrator indicating that <br />staff will attempt to obtain similar ordinances that <br />other cities have adopted. <br />FIRE STATION Council reviewed the report from the Fire Chief which <br />indicates the Fire Department's interest in the leasing <br />and scheduling of the lower level of the existing Fire <br />Station. It was noted that the Fire Chief has <br />indicated that use of the basement facilities as a <br />storm shelter will take top priority, and the <br />Department will lease the facilities to City-sponsored <br />organizations, depending on availability. The Fire <br />Chief is also recommendinq that a transfer of ownership <br />of the existing Fire Station from the Fire Department <br />to the City occur. <br />Collova suggested that any lease with the Fire <br />Page 17 <br />
