MINUTES <br />CITY COUNCIL <br />DECEMBER 12, 1990 <br />construction in 1993 or 1994. Construction of light <br />rail transit in the northeast corridor is not <br />anticipated for about ten years. <br />Council discussed the various alternatives and it was <br />the consensus of the Council that the primary purpose <br />of Light Rail Transit should be to assist commuters in <br />getting back and forth to work, rather than to assist <br />shoppers in getting back and forth to shopping centers. <br />Council also thought that the proposed route along 35E <br />would be less costly anticipating that less easement <br />acquisition would be necessary. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-12-544 - ENDORSING THE PROPOSED <br />NORTHEAST CORRIDOR LIGHT RAIL TRANSIT ROUTE ALONG 35E <br />SINCE THE COUNCIL BELIEVES IT MAKES MORE SENSE FOR <br />RAPID TRANSIT TO FOLLOW ESTABLISHED COMMUTER ROUTES, <br />THE COUNCIL BELIEVES THAT COSTS ASSOCIATED WITH THE <br />ACQUISITION OF RIGHT-OF-WAY WOULD BE LESS, STUDIES <br />PROJECT THE HIGHEST COMMUTER USE ALONG THIS ROUTE, AND <br />COUNCIL BELIEVES THIS ROUTE WOULD MINIMIZE THE EFFECT <br />ON TRAIL SYSTEMS, THIS ENDORSEMENT SUBJECT TO REVIEW <br />AND A RECOMMENDATION BY THE CITY'S PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Scalze, Blesener, Fahey, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />RECESS At this point in the meeting, 9:45 P.M., Council took a <br />short recess. The meeting reconvened at 9:50 P.M. <br />GAMBLING Mr. Ray Masman, North Ramsey Lions Club, appeared <br />LICENSE before the Council requesting approval of a Class D <br />LIONS CLUB gambling license so that the Lions Club can hold a gold <br />plate dinner at the Venetian Inn on Sunday, March 3, <br />1991. Masman reported that the Council previously <br />approved an Exemption from Gambling License for this <br />event, however, he has learned that the Class D license <br />is necessary. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-12-545 - APPROVING A CLASS D GAMBLING <br />LICENSE FOR THE NORTH RAMSEY LIONS CLUB SO THAT THEY <br />CAN CONDUCT A GOLD PLATE DINNER AT THE VENETIAN INN ON <br />Page 13 <br />
