MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 1990 <br />Blesener asked if the salary scale would move upward <br />somewhat each year. <br />The Administrator replied that he did not anticipate it <br />to move for the years 1991 or 1992, but did anticipate <br />adjustments to the salary scales beyond that point. <br />The Building Inspector stated that he felt the scale <br />proposed by the City Administrator was based on a <br />Building Inspector level and should be based on a <br />Building Official level. The Inspector stated that his <br />work goes beyond that of the typical building <br />inspector. The Inspector also noted the revenue that <br />his department generates for the City each year. <br />Fahey noted that there have been previous adjustments <br />to the Building Inspector's salary due to his other <br />duties and compensation for these duties has already <br />been built into the salary. <br />Scalze noted that some departments within the City are <br />revenue-generating, while others are not, and felt that <br />salaries cannot be based on that fact. <br />Collova asked the Building Inspector what his <br />compensation proposal was. <br />The Building Inspector felt that his duties were beyond <br />that of a building inspector, and stated that he felt <br />he should receive a 5% increase for 1991. <br />The next salary proposal reviewed was that of Public <br />Works Superintendent, with the Administrator reviewing <br />his proposal for a 4o increase for 1991. <br />Fahey expressed concern about the salary scales as they <br />are projected out beyond 1991 and did not want to <br />commit to them beyond 1991 in the event that there is a <br />recession or other factors effecting City finances. <br />Scalze suggested that the Council commit to the scales <br />through 1991, and adopt the balance of the salary <br />scales as policy at this point. <br />The Administrator stated that he intended the scales as <br />a guideline for where salaries are going pending any <br />dramatic changes. <br />Page 2 <br />
