MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 1990 <br />The next salary reviewed was that of Public Works Lead <br />Man with the Administrator recommending a 4o increase <br />for 1991. <br />Next reviewed was that of Public Works Maintenance I. <br />There are three employees in this position and the <br />Administrator recommended 5% increases for two of the <br />employees and a 7% increase for the third. The <br />Administrator reported that based on his comparisons, <br />it appears that the salaries for these positions are <br />somewhat behind comparables. <br />The Public Works 5uperintendent reported that the past <br />policy adopted by the Council calls for the salary of <br />Pat Dunn to equal that of Scott Heaton after three <br />years, or effective in 1991. This is contrary to what <br />the City Administrator is recommending. <br />Council suggested that the City Administrator and <br />Public Works Superintendent look at this issue and come <br />back with a recommendation. <br />Next reviewed were the salary scales proposed for the <br />Recreation Director and Assistant Directors. The <br />Administrator pointed out that he is recommending 40 <br />salary increases for 1991 for these positions. <br />The Administrator reviewed his recommendation for a <br />7.1% increase for the receptionist's salary pointing <br />out that this increase would be phased in at six month <br />and one year anniversaries. <br />The Administrator reviewed his proposed salary scale <br />for the Administrative Assistant position, and his <br />recommendation for a 5.2o salary increase for 1991. <br />The Administrator explained that the salary scale for <br />this position is lower than that of surrounding cities. <br />The Administrator felt that some cities have higher <br />clerical scales due to comparable worth adjustments. <br />The Administrator felt that in some situations other <br />cities' comparable worth adjustments were made to <br />clerical positions after comparing these positions with <br />overpaid public works positions. <br />The Administrative Assistant disagreed with the salary <br />scale proposed by the City Administrator pointing out <br />that it is lower than the lowest salary scale for the <br />comparable position in other cities. <br />Council discussed the scales and agreed that there <br />should be an upward adjustment. <br />Page 3 <br />
