MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />this evening does not include the variance issue, and <br />the Planner suggested that this issue be addressed at <br />the time of final plat. <br />Scalze noted that the Park Commission has recommended <br />that the park charge for this development be in the <br />form of cash rather than land. The Commission also <br />suggested that access to the wetland area be provided <br />via the proposed cul-de-sac. <br />Howe noted that the cul-de-sac goes right up to the <br />wetland area which is shown as an outlot on the plat. <br />Blesener asked if Howe is proposing any filling. <br />Howe replied that there will be no filling of any of <br />the lots. <br />Scalze asked if Outlot A should be designated as a <br />drainage easement area rather than an outlot. Scalze <br />stated that the City needs to be assured that this area <br />will remain wetland. <br />Howe agreed that the area was a wetland and would <br />remain as such. <br />The City Planner noted that the DNR has designated the <br />area as a wetland, and the area cannot be developed <br />unless the DNR changes its designation, which is highly <br />unlikely. <br />Fahey noted that the proposed outlot is unbuildable and <br />should remain a swamp. <br />Howe agreed. <br />Fahey asked if there was anyone from the general public <br />present wishing to address this matter. <br />Gene Curwick, 2452 Sunrise Drive, reported that when <br />the preliminary plat for the Sunrise Drive extension <br />was discussed, the developer had indicated that <br />existing driveways on Sunrise Drive would be relocated <br />where necessary, a berm would be moved, existing <br />landscaping replaced. Curwick reported that in <br />reviewing the grading plans for the proposed plat, it <br />appears that the existing grade of the street will be <br />lowered 5 to 6 feet, which will result in a bank being <br />left along his property. Curwick expressed concern for <br />how the grade change will be addressed and how his <br />property will be finished off. Curwick stated that he <br />was not pleased to have a 5 to 6 foot embankment along- <br />Page 3 <br />
