MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />side his property and driveway. Curwick did not want <br />to have to maintain this embankment. Curwick also <br />reported that the berm that was proposed now appears to <br />be only a grassy knoll. Curwick also expressed concern <br />about drainage. Curwick asked if it were possible to <br />raise the elevation of the road. <br />The City Engineer reported that he has not done a <br />detailed review of the drainage plan. <br />Howe reported that he is trying to hold the road up as <br />high as possible, however, pointed out that the <br />existing Schletty house is low and the cul-de-sac needs <br />to tie in with that home. Howe did not believe the <br />road would be lowered as much as Curwick has indicated <br />and reported that he and his engineer have met with <br />Curwick several times explaining that the road will be <br />held up as high as possible. <br />Fahey indicated that if an embankment was necessary <br />because the road needs to be lowered, that embankment <br />should be along the new lots, and not the existing <br />lots. <br />Curwick suggested that the problem with maintaining the <br />existing elevation of the road is money. Curwick <br />reported that in his discussions with Mrs. Schletty she <br />has indicated that once the street is extended, they <br />will provide the dirt and sod to repair yards, but from <br />that point the homeowners will have to make the <br />repairs. <br />Aowe felt that Mrs. Schletty has been very fair to the <br />property owners and has indicated that she will redo <br />driveways and the existing berm. <br />Curwick disagreed. <br />Fahey suggested that the concerns of the property <br />owners be incorporated in the Development Agreement for <br />this project and that the City Engineer is aware of the <br />concerns and will take them into consideration when <br />reviewing the grading and drainage plans. <br />Upon motion by Fahey, seconded by Scalze, the public <br />hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-12-559 - APPROVING THE PRELIMINARY <br />PLAT OF FREDERICKSHAVEN SUBJECT TO THE RECOMMENDATIONS <br />OF THE CITY PLANNER AS CONTAINED IN HIS REPORT DATED <br />Page 4 <br />
