MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />DECEMBER 10, 1990, SUBJECT TO THE DEVELOPER ENTERING <br />INTO A DEVELOPMENT AGREEMENT WITH THE CITY WHICH WOULD <br />INCLUDE THE STIPULATIONS STATED IN THE PREVIOUS <br />PRELIMINARY PLAT APPROVAL MADE ON OCTOBER 24, 1990 AS <br />WELL AS INCLUDE ANY REVISIONS TO GRADING AND DRAINAGE <br />PLANS DETERMINED NECESSARY BY THE CITY ENGINEER BASED <br />ON TONIGHT'S DISCUSSION <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Blesener, Fahey, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />PUD AND Fahey opened the public hearing to consider the <br />PRELIMINARY application submitted by Bachmeier Corporation for <br />PLAT development stage and final stage PUD as well as <br />GRIEMAN preliminary plat for the property located at 177 East <br />PROPERTY County Road B. Fahey noted that the Planning <br />Commission has recommended in favor of the proposal. <br />Scalze reported that the Park Commission has <br />recommended that the park charge for this development <br />be in cash rather than land. Scalze explained that the <br />amount of the charge is 5% of the purchase price of the <br />property. <br />Donald Bachmeier, Bachmeier Corporation, reported that <br />he had no problem with the park charge recommendation <br />providing that it can be phased in as the development <br />is phased in and the installments based on a pro-rata <br />share of the entire purchase price. <br />There was no one from the general public present <br />wishing to comment on this matter. <br />Scalze asked for clarification of the exterior facade <br />treatment. <br />Bachmeier explained that those exteriors visible from <br />the public right-of-ways would be brick, and the <br />remaining exteriors would be masonry or concrete bloclc. <br />The Planner noted that the Planning Commission has <br />recommended that those exteriors exposed to the public <br />view would be brick. <br />Scalze stated that it was her assumption that all <br />exteriors would be brick, noting that she did not see <br />block exteriors at Bachmeier's Metro 94 project. <br />Bachmeier replied that there are block exteriors at <br />Metro 94.
