MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />money was spent concealing and screening the block <br />exteriors. Those exteriors visible from the public <br />right-of-ways are brick. Bachmeier reported that this <br />is the same concept that he is proposing for the Little <br />Canada project. <br />Bachmeier reported that the impact of the project will <br />be that the buildings are constructed of brick. <br />Bachmeier reviewed the facades of each of the proposed <br />buildings showing how the brick relates to the public's <br />view and the block is screened. <br />Scalze stated that she assumed that all exteriors would <br />be brick and stated that she will have to wait and see <br />the first phase. <br />Scalze pointed out that the Planner's report in <br />referencing the Landscape Ordinance does not include <br />the necessity for tree replacement for those areas <br />covered by parking lot. <br />The City Planner stated that trees lost due to parlcing <br />lots are calculated back into the replacement figures. <br />Scalze asked who would be responsible for enforcement <br />of the Landscape Ordinance. <br />The Planner reported that the developer has had a tree <br />survey done for the property. The Building Inspector <br />will use this survey in enforcing the Landscape <br />Ordinance. <br />Scalze suggested that the City Planner assist the <br />Building Inspector in enforcing the Landscape Ordinance <br />for this project. Scalze pointed out the problems that <br />arose in the Rice at C development and hoped there are <br />no misconceptions on the issue of tree replacement for <br />this project. Scalze pointed out that this is a <br />showcase project for the City, and pointed out the <br />intentions of providing TIF assistance. Scalze stated <br />that she wanted to see as many trees remain on the site <br />as possible. <br />Bachmeier reported that he has been informed many times <br />about the City's Landscape Ordinance. Bachmeier felt <br />that the City would be proud of his project. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Page 6 <br />
