MINUTES <br />CITY COUNCIL <br />JANUARY 9, 1991 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Scalze, Hanson, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />MSA <br />RESOLUTION The City Administrator requested that the Council <br /> approve the designation of future Municipal State Aid <br /> allocations to the Country Drive project. The <br /> Administrator reported that at this point he does not <br />have the specific a <br />t <br /> moun <br />of MSA funds which will be <br /> necessary to designate towards this project. <br /> Mr. Blesener introduced the following resolution and <br /> moved its adoption: <br /> RESOLUTION NO. 91-1-17 - AUTHORIZING THE CITY <br /> ADMINISTRATOR TO APPLY FUTURE ALLOCATIONS OF THE CITY'S <br />MINNESOTA <br /> STATE AID FUNDS TOWARDS THE COUNTRY DRIVE <br />PROJECT AS NECESSARY <br /> The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Bl <br /> esener, LaValle, Scalze, Hanson, Collova. <br />Nays (0). <br /> Resolution declared adopted. <br />CAPITAL <br />REPLACEMENT The City Administrator reviewed his report dated <br />Januar <br />4 <br />19 <br /> <br />FUND y <br />, <br />91 requesting the Council approve the <br />establishment of a Ca <br />ital R <br />l <br /> p <br />ep <br />acement Fund. The <br />Administrator pointed out that this fund would b <br /> e used <br />for projects such as future replacement of City sewer <br /> and water lines, replacement of lift stations, painting <br />f t <br /> o <br />he water tower. <br />Scalze stated that she could see the fund used for <br />financing of projects that benefitted the entire City <br />in some way and were non-assessable. <br />The City Administrator stated that these funds could be <br />used on projects that involved assessments to the <br />extent costs of the project exceeded benefits <br />received. However, they should not be used to <br />subsidize assessments. The City Council will have the <br />ultimate decision regarding the expenditure of these <br />funds. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-1-18 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO SET UP A CAPITAL REPLACEMENT FUND <br />EFFECTIVE DECEMBER 31, 1990 USING 1989 DEPRECIATION <br />FROM THE SEWER FUND AS INDICATED IN THE ANNUAL <br />FINANCIAL REPORT AS WELL AS THE SCHROEDER MILK <br />CONNECTION FEE, AS WELL AS ALL FUTURE NON-CITY <br />CONNECTION FEES <br />Page 9 <br />
