MINUTES
CITY COUNCIL
JANUARY 23, 1991
ECONOMIC Mayor Hanson reported that he and the City
nEVELOPMENT Administrator attended a breakfast meeting hosted by
the Governor at which the State's financial condition
was discussed. The results of that meeting are that
the City can expect an additional $36,000 reduction in
Local Government Aids for the first half of 1991, and
there is the possibility of additional reductions
during the year as well.
oFFICIAL LaValle requested that a notice be put on the City's
NEWSPAPER Cable TV channel notifying residents of the change in
the City's official newspaper from the North Suburban
Press to the Roseville Review. LaValle also reported
that there are a couple of areas in the City currently
not receiving the Roseville Review. These are the
mobilehomes at 2442 Rice Street and the townhomes on
LaBore Road. Any resident not receiving the Roseville
Review is requested to contact the newspaper.
CoST SAVINGS Blesener suggested that in light of the additional
MEASURES reductions in Local Government Aids, the City should be
looking for ways to reduce costs.
The Administrator anticipated that he would have a list
of areas where costs could be reduced ready for Council
review in the next week or two.
Scalze asked if cities were lobbying the Legislature
with regard to the proposed reductions in LGA.
The Administrator replied that there were such lobbying
efforts, however, there is also the feeling by the
Legislature that School Aids took priority. The
Administrator reported that the $36,000 reduction will
come from the City's July payment, and the big issue is
what the Legislature will do to the City's December
payment.
Blesener pointed out that after the $36,000 cut, the
City will only receive about $100,000 in LGA.
The Administrator pointed out that the concern is what
the Legislature might do to homestead credits.
CoUNTY Blesener reviewed the Public Works Superintendent's
RECYCLING recommendation that the City make application for a
GRANT County Municipal Recycling Expansion Grant.
Page 13
