MINUTES <br />CITY COUNCIL <br />JANUARY 23, 1991 <br />approved, the developer has to have grading and <br />drainage plans drawn, and during that process, the <br />exact location of the house would be determined. <br />DeBace stated that he would like to see a setback of 30 <br />feet from the house to the curbline. <br />Blesener pointed out that this is not the proper <br />setback. The minimum setback for a corner lot is 30 <br />feet from the road right-of-way to the house, which is <br />40 feet from the curbline to the house. Blesener <br />pointed out that the developer needs to determine the <br />location of the house from the property line. <br />DeBace stated that this can be determined between now <br />and final plat approval. <br />The City Administrator asked for a clarification of <br />intentions. It was stated that the developer should <br />maintain the appearance of a 30 foot setback to the <br />best extent possible, but in no event would the <br />dedicated road right-of-way for Costa Lane in the <br />affected area exceed 60 feet, based on the assumption <br />that the house is now setback approximately 18-20 feet <br />from the property line. <br />Mike Peyer, 2900 Vanderbie, asked about the possibility <br />of a walking path connecting the Vanderbie area with <br />Pioneer Park. <br />Scalze reported that the Park and Planning Commission <br />have recommended to the Council that a walkway be <br />required in the Costa Estates plat, and at its December <br />26th meeting the City Council voted to require a <br />pathway connecting Vanderbie Road to Costa Lane. <br />Scalze noted that the City requires 6 foot drainage <br />easements on all property lines, therefore, a 10 foot <br />walkway easement would lie over the 12 foot drainage <br />and utility easement. <br />Peyer pointed out that the developer has indicated that <br />he wants to develop the project in phases. Peyer asked <br />if this will effect the cost of upgrading the existing <br />streets in the area if they cannot all be upgraded at <br />the same time. <br />DeBace pointed out that Mr. Costa plans to operate his <br />greenhouses for a couple of years, therefore, the <br />improvement of Costa Lane is at least two years down <br />the line. <br />Blesener agreed that there had been previous discussion <br />that should the City decide it is necessary to upgrade <br />Vanderbie Road, the City would attempt to tie the <br />project in with other projects in an attempt to get a <br />better price. <br />Page 4 <br />
