MINUTES <br />CITY COUNCIL <br />February 13, 1991 <br />The Administrator reported that the City currently <br />holds a use deed on the parcel for open space and <br />ponding. There appears to be no need to retain the <br />parcel from a drainage standpoint. <br />Scalze reported that it was her recollection that the <br />City picked up the parcel tax-forfeited since the lot <br />had been a swamp and had been filled. <br />The Administrator reported that should the City wish to <br />get the property back on the tax rolls, the County <br />would take back the parcel and put it up for public <br />auction. However, the Administrator suggested that the <br />matter be reviewed by the Planning and Park Commissions <br />for their recommendations. <br />Bill Bruce reported that there are currently drainage <br />problems in the area. <br />The Administrator reported that it did not appear that <br />there is ponding area on the property due to the way it <br />was filled. The Administrator also pointed out that <br />there were significant drainage changes in the area <br />when Demont Street was reconstructed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-2-58 - AUTHORIZING THE RETURN OF THE <br />DEMONT AND RUTH STREET PARCEL TO THE COUNTY FOR PUBLIC <br />AUCTION CONTINGENT UPON A FAVORABLE RECOMMENDATION FROM <br />THE PARK COMMISSION <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) LaValle, Collova, Blesener, Hanson, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />CDBG & The City Administrator requested authorization of <br />SENIOR application for Community Development Block Grant <br />CITIZEN Funds and indication of the City's willingness to <br />HOUSING create a Tax Increment Financing District in support of <br /> the application in connection with a senior citizen <br /> housing project. The Administrator explained that the <br /> City has been contacted by a couple of developers about <br /> a senior citizen housing project. As a result it was <br /> thought that a request for proposal should be put <br /> together to attempt to get the best possible senior <br /> project for the City. It may also be possible to <br /> obtain Community Development Block Grant Funds to <br /> assist in land acquisition. The use of Tax Increment <br /> Page 12 <br />
