MINUTES <br />CITY COUNCIL <br />February 13, 1991 <br />Financing may also be a possibility to assist such a <br />project provided that the City's Local Government Aid <br />and Homestead Credits are not effected. <br />In putting together the RFP, the City Administrator <br />asked the Council for the maximum number of units that <br />they would support for a senior project adjacent to the <br />existing senior housing in the City. The Administrator <br />reported that one developer has indicated that a range <br />of 75 to 85 units would be workable since tax credits <br />would lessen the number of units needed to support a <br />project. <br />It was the consensus of the Council that 85 units would <br />be acceptable, with Blesener indicating that 85 units <br />were too many. <br />Hanson felt that retail development in this particular <br />area was overdone and more people were needed to <br />support the retail. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-2-59 - AUTHORIZING APPLICATION FOR <br />RAMSEY COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br />AND INDICATING WILLINGNESS TO CREATE A TAX INCREMENT <br />FINANCING DISTRICT IN SUPPORT OF THE APPLICATION <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Collova, Hanson, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />The Administrator reported that the County would be <br />involved in the process, and that a copy of the request <br />for proposal as well as letters of intent from the <br />interested developers would be attached to the grant <br />application. The County has indicated a willingness to <br />work with the City. <br />Joe Vitale asked who would be responsible for <br />appraisals of the property. <br />The City Administrator thought that the cost of <br />appraisals would either be an eligible expense under <br />the grant program, or the responsibility of the <br />developer. <br />RECESS At this point in the meeting, 9:05 P.M., Council took a <br />short recess.
