MINUTES
CITY COUNCIL
February 13, 1991
Financing may also be a possibility to assist such a
project provided that the City's Local Government Aid
and Homestead Credits are not effected.
In putting together the RFP, the City Administrator
asked the Council for the maximum number of units that
they would support for a senior project adjacent to the
existing senior housing in the City. The Administrator
reported that one developer has indicated that a range
of 75 to 85 units would be workable since tax credits
would lessen the number of units needed to support a
project.
It was the consensus of the Council that 85 units would
be acceptable, with Blesener indicating that 85 units
were too many.
Hanson felt that retail development in this particular
area was overdone and more people were needed to
support the retail.
Mrs. Scalze introduced the following resolution and
moved its adoption:
RESOLUTION N0. 91-2-59 - AUTHORIZING APPLICATION FOR
RAMSEY COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
AND INDICATING WILLINGNESS TO CREATE A TAX INCREMENT
FINANCING DISTRICT IN SUPPORT OF THE APPLICATION
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Scalze, LaValle, Collova, Hanson, Blesener.
Nays (0).
Resolution declared adopted.
The Administrator reported that the County would be
involved in the process, and that a copy of the request
for proposal as well as letters of intent from the
interested developers would be attached to the grant
application. The County has indicated a willingness to
work with the City.
Joe Vitale asked who would be responsible for
appraisals of the property.
The City Administrator thought that the cost of
appraisals would either be an eligible expense under
the grant program, or the responsibility of the
developer.
RECESS At this point in the meeting, 9:05 P.M., Council took a
short recess. The meeting was reconvened at 9:10 P.M.
Page 13
