MINUTES
CITY COUNCIL
February 13, 1991
the City should provide some assistance to these small
businesses. Hanson pointed out the report from the
Building Inspector which outlines the number of
temporary signs issued during 1990.
Scalze felt the report showed that businesses are using
temporary signage within the context of the ordinance.
Scalze was concerned about the practice of amending the
City's Sign Ordinance when one business requests a
revision. Scalze pointed out that the Ordinance was
initially drafted after input from businesses and
residents and she did not support amending the
Ordinance due to one request.
Hanson again pointed out the seasonal nature of an
accounting business, and pointed out the limits of the
temporary sign provisions during the tax season.
It was pointed out that the shoppinq center could
install a reader board for use of its tenants.
Hanson agreed, but reported that the shopping center
owner was concerned about tenant competition for the
use of the reader board.
Hanson reported that the City of Vadnais Heights has
the same Sign Ordinance as Little Canada's, however,
unless the is a fragrant violation, the ordinance is
not tightly enforced. Hanson suggested that perhaps
the City should have a period of non-enforcement of the
Sign Ordinance for temporary signs and see what happens
with these signs in the City.
Scalze did not feel the Sign Ordinance should be
touched unless another committee is organized of
business owners and residents to review it and make a
recommendation. Scalze pointed out that some
communities do not allow temporary signs as all.
It was noted that there was not sufficient Council
support to change the existing Ordinance.
BODY SHOP Hanson reported a parking violation by a body shop
PARKING within the City. Parking at the body shop is running
VIOLATION over onto the neighbor's property. Hanson reported
that the Building Inspector is looking at the permit
for the body shop to determine the amount of parking
that was initially approved as well as addressing the
parking trespass.
Page 16
