MINUTES <br />CITY COUNCIL <br />February 13, 1991 <br />Blesener again noted that currently the City does not <br />require organizations holding one-time gambling events <br />to comply with the trade area requirement or the l00 <br />donation requirement. Blesener suggested that the <br />State Law says that ordinances must apply to all lawful <br />gambling and was concerned that placing these <br />requirements on the holders of one-time gambling events <br />would be unfair. <br />The City Attorney reported that he discussed this issue <br />with the State Gambling Control Board and they have no <br />opinion at this time. However, the Board will likely <br />have an advisory opinion soon, hopefully, by the next <br />Council meeting. The Attorney pointed out that the <br />proposed ordinance makes minor revisions to the City's <br />existing ordinance, specifically dealing with premises <br />permits and bingo hall license. The Attorney stated <br />that the Council could adopt the ordinance with the <br />issues raised by Blesener to be resolved in the near <br />future. The City Attorney reported that he will <br />prepare a report for the Council on these issues. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 344 - AN ORDINANCE AMENDING CHAPTER 815 <br />OF THE MUNICIPAL CODE OF THE CITY OF LITTLE CANADA BY <br />PROVIDING FOR THE APPROVAL OF PREMISES PERMITS AND <br />BINGO HALL LICENSES <br />The foregoing ordinance was duly seconded by Collova. <br />Ayes (5j LaValle, Collova, Scalze, Hanson, Blesener. <br />Nays (o). <br />Ordinance declared adopted. <br />CoSTA The City Administrator reported that at its last <br />WALKWAY meeting the Council voted to approve a revised <br />PATH preliminary plat for Costa Estates. There was <br />discussion regardinq walkway paths as part of the plat <br />and the consensus of the Council was not to require <br />these paths. The resolution approving the preliminary <br />plat did not address the issue of the walkway path, <br />therefore, previous Council action taken on December <br />26, 1990 requiring a walkway path still stands. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-2-53 - RESCINDING RESOLUTION NO. <br />90-12-574 REQIIIRING A WALKWAY PATH AS PART OF THE COSTA <br />ESTATES PLAT <br />Page 5 <br />
