MINUTES <br />CITY COUNCIL <br />February 27, 1991 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />COSTA The City Administrator reported that the developers <br />DEVELOPMENT of the Costa Estates Plat have been given a copy of <br />AGREEMENT terms and conditions that will be included in the <br />development agreement for this plat. However, they <br />have not submitted their comments regarding the <br />acceptability of these terms and conditions. <br />Mr. Bob DeBace, representing the Costa Family, reported <br />that there are some items proposed to be included in <br />the development agreement that are incorrect. However, <br />for the most part, the terms seem to be acceptable. <br />The Costa Family will have a meeting tomorrow evening <br />to discuss the development agreement. DeBace reported <br />that he would like the City Engineer to be allowed to <br />proceed with the necessary tests in order to get DeSoto <br />Street ready to proceed in 1991. <br />Blesener suggested that the development agreement be <br />addressed at the same time as the final plat. <br />The City Administrator suggested the need to have the <br />development agreement in place before the project <br />proceeds much further. The Administrator pointed out <br />the main points that would be addressed in the <br />development agreement as outlined in his letter of <br />February 22nd, and asked if the Council had any <br />comments. <br />Collova asked how the $2 per square foot figure was <br />arrived at. <br />The Administrator replied that that fiqure was somewhat <br />subjective, and was based on what the City believed it <br />would have to pay Mrs. Plessel for an easement if Costa <br />Lane had been extended north to Allen Avenue. <br />DeBace again stated that the Costa Family would like to <br />see the improvement of DeSoto Avenue on the City's <br />spring project schedule. DeBace thought the final plat <br />for Costa Estates would be ready next month. <br />The Administrator thought that the development <br />agreement would be finalized by next month. The <br />Administrator pointed out that agreement is on the <br />table and the developers recognize that there will be <br />costs associated with the project whether it goes or <br />not. <br />Page 4 <br />
