MINUTES
CITY COUNCIL
February 27, 1991
The foregoing resolution was duly seconded by LaValle.
Ayes (4) Blesener, LaValle, Scalze, Collova.
Nays (0).
Resolution declared adopted.
COSTA The City Administrator reported that the developers
DEVELOPMENT of the Costa Estates Plat have been given a copy of
AGREEMENT terms and conditions that will be included in the
development agreement for this plat. However, they
have not submitted their comments regarding the
acceptability of these terms and conditions.
Mr. Bob DeBace, representing the Costa Family, reported
that there are some items proposed to be included in
the development agreement that are incorrect. However,
for the most part, the terms seem to be acceptable.
The Costa Family will have a meeting tomorrow evening
to discuss the development agreement. DeBace reported
that he would like the City Engineer to be allowed to
proceed with the necessary tests in order to get DeSoto
Street ready to proceed in 1991.
Blesener suggested that the development agreement be
addressed at the same time as the final plat.
The City Administrator suggested the need to have the
development agreement in place before the project
proceeds much further. The Administrator pointed out
the main points that would be addressed in the
development agreement as outlined in his letter of
February 22nd, and asked if the Council had any
comments.
Collova asked how the $2 per square foot figure was
arrived at.
The Administrator replied that that fiqure was somewhat
subjective, and was based on what the City believed it
would have to pay Mrs. Plessel for an easement if Costa
Lane had been extended north to Allen Avenue.
DeBace again stated that the Costa Family would like to
see the improvement of DeSoto Avenue on the City's
spring project schedule. DeBace thought the final plat
for Costa Estates would be ready next month.
The Administrator thought that the development
agreement would be finalized by next month. The
Administrator pointed out that agreement is on the
table and the developers recognize that there will be
costs associated with the project whether it goes or
not.
Page 4
