MINUTES <br />CITY COUNCIL <br />February 27, 1991 <br />Blesener stated that he supported the return of the two <br />on-sale licenses to the Legislature since the City <br />still had the Dick and Mary's license available. <br />However, Blesener stated that he liked the idea of a <br />Class A and Class B on-sale license. <br />Collova agreed with Blesener's comments. <br />Scalze felt that the two additional licenses should be <br />retained and pointed out that there are areas of the <br />City that could be redeveloped in the future and these <br />licenses may serve as a tool in attracting a large <br />restaurant to the City. <br />Blesener aqain pointed out that the City still has the <br />Dick and Mary's license. Blesener stated that while he <br />did not want to see the value of liquor licenses <br />inflated, he felt that if they were not handled <br />properly, the value could be deflated. Blesener stated <br />that even if redevelopment should occur, he did not see <br />more than one large restaurant coming into the City. <br />LaValle pointed out that the Venetian Inn has a concern <br />with the A classification, and has indicated that they <br />could not meet the 50/50 split of food and liquor <br />required under this classification. LaValle stated <br />that the consensus of the owners is that the present <br />system is working and asked why the need to deviate <br />from that system. <br />Scalze stated that she does not feel the City needs <br />another tavern and would like to see any additional <br />license issued go for a restaurant. <br />LaValle also expressed concern with the valuations <br />attached to a Class A license in the proposed <br />Ordinance. <br />The City Planner reported that those valuations were <br />used since it was assumed that the Venetian's <br />valuations were above that level. The Planner stated <br />that it was also his understanding when the survey was <br />done that the Venetian Inn met the 50/50 split. The <br />Planner suggested that the City could issue the <br />Venetian Inn a Class B license since that license has <br />the option of applying to either a restaurant or <br />tavern. The available licenses could then be reserved <br />as Class A licenses. In effect the Class B license <br />would be unrestricted, while the Class A would have <br />standards attached to it. <br />Blesener suggested that the two licenses be returned to <br />Page 8 <br />
