MINUTES <br />CITY COUNCIL <br />February 27, 1991 <br />the Legislature and the remaining available license be <br />reserved as a Class A license for a restaurant with <br />perhaps a$500,000 valuation and a 30/7o percent split <br />between liquor and food. The existing licenses in the <br />City would be classified as Class B. <br />LaValle did not support the Class A and B designations, <br />but felt that standards should be attached to the <br />unissued licenses. <br />The City Attorney stated that there should be different <br />classifications of licenses if the City is going to <br />attach different standards to licenses. The Attorney <br />pointed out that rather than return the two licenses to <br />the Legislature, the Statute says that the City is <br />allowed six on-sale licenses, plus has two from the <br />State. The City could restrict its licenses to four, <br />plus retain the two from the State. <br />Blesener stated that his concern would be that the <br />Council is open to future lobbying on the issue of the <br />two extra licenses. <br />The City Planner again pointed out that the available <br />licenses could be classified as Class A and should they <br />be issued in the future, they would have to meet the <br />standards that have been established for the Class A <br />licenses. <br />Scalze agreed and stated that she could think of a <br />couple areas where large restaurants might locate, <br />specifically along Rice Street or in the Market Place <br />Shopping Center. Therefore, she felt the two <br />additional licenses should be retained but classified <br />as Class A. Scalze pointed out that the City's intent <br />is to attract a large restaurant and felt that the City <br />did not need another tavern. Scalze pointed out that <br />the classification of license for the Venetian Inn <br />needs to be addressed, and stated that she would like <br />to see the Venetian Inn remain a food establishment. <br />Scalze suggested that perhaps the 50/50 split should be <br />changed to accommodate the Venetian Inn's business. <br />LaValle stated that he was in favor of returning the <br />two licenses to the Legislature and did not feel the <br />City needed them. <br />Scalze suggested that these licenses be retained, but <br />classified as Class A's. Scalze stated that she did <br />not want to inflate the value of the City's liquor <br />licenses. <br />Page 9 <br />
