MINUTES <br />CITY COUNCIL <br />March 13, 1991 <br />Blesener pointed out that the two biggest issues being <br />addressed by this proposed ordinance are the redemption <br />period and the weapons issue. Blesener stated that the <br />Council must be concerned with the protection of the <br />citizens of Little Canada if it is going to have pawn <br />shops located in the City. Blesener did not believe <br />the ordinance would drive a pawn shop out-of-business, <br />however, did feel that a pawn shop may not wish to <br />continue doing business in the City under the <br />restrictions contained in the proposed ordinance. <br />FISCAL The City Administrator reported that Juran & Moody, and <br />ADVISERS specifically Brad Farnham, have served as the City's <br />fiscal advisor. Recently, Brad Farnham left Juran & <br />Moody for Springsted and the City has been contacted by <br />Mr. Farnham about retaining the City's business. The <br />Administrator reported that the City has received <br />formal proposals from both Juran & Moody and Springsted <br />for their services as the City's fiscal advisors. <br />The City Administrator indicated that both are good <br />firms with good personnel. The City Administrator <br />reported that he has done a fee comparison and the <br />Juran & Moody fees appears to be less in most cases. <br />It was the recommendation of the Administrator that <br />either the Council or a committee of the Council review <br />a presentation from each firm and make a decision on <br />this matter. <br />Council agreed and Hanson, Blesener and Collova agreed <br />to form a committee along with the City Administrator <br />to review this issue. <br />BUILDING The City Administrator recommended approval of change- <br />PROJECTS orders for the Fire Station and City Center projects. <br />These change-orders are #8 for waterproofing at the <br />Fire Station, #9 for concrete base for lockers at the <br />Fire Station, #10 for electrical outlet for kitchen <br />range at the Fire Station, and #15 for removal of <br />existing wood floor in lobby at City Center. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-3-94 - APPROVING CHANGE-ORDERS NOS. <br />8, 9, 10~ AND 15 AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Collova, Blesener, Hanson. <br />Nays (0).
