MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />Malsam pointed out that the proposal meets City Code <br />requirements. <br />Scalze stated that she was not convinced of that since <br />the property is zoned PUD. The City has to look at how <br />the proposal fits into the total picture. Scalze <br />stated that what the City has is residences along <br />Country Drive that people want to use as residences <br />until these parcels can be put together as one unit for <br />redevelopment. Scalze felt the City had a duty to the <br />other property owners to make the properties fit <br />together as one project. <br />Malsam pointed out that there was a moratorium on his <br />property. This has been lifted, and the previous Mayor <br />indicated that once the moratorium was lifted the <br />property owners would be free to sell their properties <br />and do what they want. <br />Scalze pointed out that this must be done within zoning <br />constraints. <br />Malsam stated that the proposal fits in with the PUD <br />B-3 zoning of his property. All setbacks and other <br />Code requirements will be met. Malsam stated that this <br />property is costing him money. <br />Scalze pointed out that when Country Drive was <br />reconstructed and the cost assessed, the City deferred <br />the commercial portion of the assessments for the <br />property owners for a period of time because the people <br />wanted to live in their homes until the area is <br />redeveloped. Scalze pointed out that the City is <br />trying to make the situation work for the property <br />owners until they can sell their homes for <br />redevelopment as part of the overall plan for the area. <br />Malsam stated that the property owners do not want to <br />continue living on Country Drive, however, the City has <br />not bought them out. Malsam pointed out that the south <br />end of the phased-in project will be the most expensive <br />to develop due to the buy-outs involved. Therefore, <br />Malsam did not believe this phase of the project was in <br />the near future. Malsam pointed out that the <br />redevelopment is not guaranteed, and that no one can <br />predict the economy or financing availability. Malsam <br />again stated that he has a buyer for his property and <br />wants to sell. <br />Hanson asked if the buyer could use the property as is <br />without putting up the additional building. <br />Page 12 <br />
