MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />Blesener pointed out the proposal before the Council <br />this evening on one of the properties. <br />Brueggemann did not feel he should comment on this <br />proposal. However, Brueggemann sugqested that perhaps <br />a meeting could be scheduled toward the end of April to <br />discuss future phases with the property owners. <br />Bill Quirin asked what will happen if the Mark Malsam <br />property is sold. <br />Hanson pointed out that if it is sold and the <br />additional building constructed as proposed, the price <br />of the property will rise for any future buy-out. <br />Brueggemann described the site plan for the Phase III <br />building which is a almost mirror image of Phase I and <br />consists of 30,750 square feet. The building is <br />somewhat smaller and the parking ratio has been <br />increased in an attempt to resolve some parking <br />problems occurring on Phase I. Brueggemann pointed out <br />some concerns with the proposed parallel parking, and <br />it was the consensus of the Planning Commission not <br />stripe the parking at this point. Should it be <br />determined it is needed in the future, the parking <br />could be striped and utilized. <br />Brueggemann explained the setback along the <br />southwestern property line, reporting that Mr. Gagne <br />wants to maintain the large trees and vegetation in <br />this area. Therefore, Gagne will retain the property, <br />but will give an easement back to the developer so that <br />the five-foot setback the City requires can be <br />maintained. <br />Gagne asked about elevations along the southern <br />property line. <br />Brueggemann replied that a retaining wall will have to <br />be constructed in that area until the future phases <br />proceed. <br />Upon motion by Scalze, seconded by Blesener, the public <br />hearing was closed. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-3-109 - APPROVING THE PLANNED UNIT <br />DEVELOPMENT FOR KANDICE HEIGHTS PHASE III, AS WELL AS <br />PROPERTY DIVISION AND PLAN REVIEW AS SUBMITTED BY LEB <br />DEVELOPMENT SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS CONTAINED IN HIS <br />REPORT DATED MARCH 11, 1991 <br />Page 10 <br />
