MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />Welch reported that access to the plat would be via <br />Jackson Street with the road extending through to <br />Yorkton Industrial Blvd. The plat presented to the <br />Planning Commission proposed a cul-de-sac from Jackson <br />Street, however, due to traffic concerns expressed by <br />the neighbors, the road has now been extended so that <br />it is a through street. <br />Welch reported that the plat meets all City Code <br />requirements. Welch also pointed out that the 30 foot <br />park easement shown on the eastern edge of the plat is <br />an existing easement. Also, the portion of Boss Road <br />lying just north of LaBore Road has been vacated. <br />Hanson reported that he has concerns with what the <br />final elevations of the area will be and soil <br />correction in general. <br />Welch reported that grading plans have been completed <br />and presented to the City. Welch described the grading <br />plan reporting that he is proposing to create a slope <br />area with a 5 1/2% grade from the house pads on the <br />north to the back property line. Welch also proposed <br />fencing and landscaping for the lots that will back up <br />to the industrial park. The existing berm area will be <br />pushed back towards the property line. <br />Hanson expressed concern about stumps or debris that <br />may be under the berm. <br />Welch reported that if the City requires, he will run <br />soil borings, but anticipated that anything buried <br />under the berm will be discovered when the berm is <br />moved. <br />Scalze asked if Welch planned to bring in a lot o£ fill <br />to the site. <br />Welch replied that the site currently has a 3% surplus <br />of material. The extra material will be used on the <br />berm. <br />Scalze asked the elevation of the proposed street <br />compared to that of LaBore Road. <br />Welch replied that the proposed street would be 10 to <br />Page 2 <br />
