MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />12 feet lower than LaBore Road. The property will be <br />dropped at a 5% grade all the way down, entering at a <br />910 elevation and ending at a 890 elevation at the <br />industrial park. <br />Blesener asked about the slope of the proposed lots on <br />the south to the existing homes. <br />Welch replied that his proposal will blend in with <br />existing contours. <br />Blesener expressed concern with the road connection to <br />Yorkton Industrial Park. <br />Welch felt the 50 foot road right-of-way will <br />discourage industrial traffic through the residential <br />area, and suggested that the road could be posted as no <br />outlet. <br />Blesener felt that employees of the industrial park <br />would use Little Canada Road and Jackson Street to get <br />to work, thus increasing traffic in this residential <br />neighborhood. <br />Welch disagreed feeling that employees of the park <br />would not break the existing traffic patterns that they <br />have established. Welch pointed out that the reason <br />for the connection as proposed was that the neighbors <br />wanted a through street. <br />Blesener asked how high the berm would be. <br />Welch replied that the berm would be 20 feet from the <br />back property line to the building pad elevation. The <br />existing material will be blended into the site <br />better. Screening will be done with fencing and <br />landscaping. <br />Scalze asked if there will be any need for variances on <br />the lots. <br />Welch replied that there will not. All setbacks can be <br />met. welch stated that his only concern was with grade <br />changes around the street, and indicated that he did <br />not want the elevation of the houses to be greater than <br />a 2-foot difference from the curb line. <br />Collova asked the maximum road grade the City Code <br />allowed. <br />The City Planner replied that a 7% grade is the maximum <br />under Code. <br />Page 3 <br />
