MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Blesener, Scalze, Hanson. <br />Nays (1) Collova. <br />Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-3-118 - AUTHORIZING THE PURCHASE OF <br />60 UPHOLSTERED STACKABLE CHAIRS FOR THE COUNCIL <br />CHAMBERS AT A COST NOT TO EXCEED $100 PER CHAIR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />1991 SEWER The Public Works Superintendent presented the proposed <br />& WATER 1991 Sewer and Water Budgets. <br />BUDGETS <br />The Superintendent began his review with the proposed <br />Water Budget. It was pointed out that the City will <br />incur a 6 1/2% increase in the cost of water from the <br />St. Paul Board of Water Commissioners. However, due to <br />the addition of Schroeder Milk to the City's system, <br />the Superintendent recommended that the City's water <br />rate remain at $1.50 per thousand gallons. <br />The Superintendent explained that currently the City <br />also charges a water availability charge for the <br />maintenance of the City's mains. Single family homes, <br />duplexes and mobilehomes pay 1000 of the water <br />availability charge, however, condos, townhouses and <br />apartments are charged 80% of the rate. It was the <br />Superintendent's recommendation that the water <br />availability rate for condos, townhouses and apartments <br />be increased to the full rate. <br />It was explained that past rational was that condos, <br />townhouses and apartments did not use as much water as <br />single-family homes or mobilehomes, therefore, they <br />were charged 80o of the water availability charge. <br />Blesener asked if the Sewer and Water Budgets should <br />provide for capital improvements. <br />The City Administrator reported that the Sewer and <br />Water Budgets will become part of the City's annual <br />budget beginning with the 1992 Budget.
