MINUTES
CITY COUNCIL
March 27, 1991
reserves would be addressed. The Administrator stated
that he felt enough comfort with the numbers that at
the time the budgets are combined a funded depreciation
account could be established and is being allowed for in 1991.
The City Administrator reported that the City's water
rates are on the high end compared to other cities,
therefore, he did not recommend increasing rates. It
was also explained that the City of Roseville also
purchases its water from the City of St. Paul and is
able to pass on lower rates to its customers because
Roseville has higher water usage than Little Canada,
thus gets a better rate from the City of St. Paul.
Mr. Blesener introduced the following resolution and
moved its adoption:
RESOLUTION N0. 91-3-119 - ACCEPTING THE RECOMMENDATION
OF THE PUBLIC WORKS SUPERINTENDENT TO RETAIN WATER
RATES AT $1.50 PER THOUSAND GALLONS AND TO CHARGE ALL
UNITS WITHIN THE CITY THE SAME COST FOR THE WATER
AVAILABILITY CHARGE, THUS ELIMINATING ANY 80% CHARGES
The foregoing resolution was duly seconded by Scalze.
Ayes (4) Blesener, Scalze, Hanson, Collova.
Nays (0).
Resolution declared adopted.
The Superintendent explained the proposed 1991 Sewer
Budget and reported that Metro Sewer is increasing its
rate to the City by $40,000 for 1991. The
Superintendent reported that previous rebates coming
from Metro Sewer have been paid, however, there is the
possibility of additional rebates that need to be
investigated.
The Superintendent recommended an increase in sewer
rates of $1.50 per quarter to $34.00. The
Superintendent recommended that the $1.70 per 1,000
gallons usage for commercial and industrial accounts
remain the same.
Mr. Blesener introduced the following resolution and
moved its adoption:
RESOLUTION NO. 91-3-120 - INCREASING TxE CITY'S SEWER
RATE BY $1.50 PER QUARTER, OR $34.00, AND RETAINING THE
$1.70 PER THOUSAND GALLONS USED FOR COMMERCIAL AND
INDUSTRIAL ACCOUNTS BASED ON THE RECOMMENDATION OF
PUBLIC WORKS
Page 21
