MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />Welch pointed out that he is proposing the street at a <br />5 to 5 1/2o qrade. <br />The City Engineer stated that it appears the northern <br />lots will drain onto the adjacent property to the <br />north. This is not allowed. The Engineer also <br />reported that the grading plan needs to be reviewed by <br />the Building Inspector in addition to lot elevations, <br />garage floor elevations and style of homes, so that <br />grades to the street can be determined. <br />Welch did not believe it fair to require submittal of <br />the type of floor plans for each house at this point. <br />Welch pointed out that determination of floor plans <br />will be up to the property owner and Building Inspector <br />as each lot is sold and developed. <br />The City Engineer asked about building homes on top of <br />filled areas. The Engineer pointed out that <br />considerable grading will be required to fill the <br />cavities where house pads are proposed. <br />Welch replied that this was correct. Welch pointed out <br />that the cavities will be filled and compacted. FHA <br />financing requires that soil borings are done for each <br />house pad to determine that the compaction is adequate. <br />If it is not, recompaction would be required. <br />The City Engineer stated that usually a developer will <br />grade a site and then a year later develop it. <br />Welch disagreed. Welch reported that as long as <br />compaction tests are satisfactory, he did not <br />understand the concern. Welch again pointed out that <br />FAA will require soil borings on each individual house <br />pad. Welch also pointed out that there would be a <br />substantial carrying charge on the land to let it sit <br />for a year before developing. <br />The Engineer indicated that drainage off the site needs <br />to be addressed. <br />Welch reported that the holding pond in the industrial <br />park is not up to capacity and was designed with the <br />intention of handling the run-off from this residential <br />site. Welch explained the location of catch basins <br />that would direct water from the residential site into <br />the holding pond and reported that he could get utility <br />easements for this purpose. <br />Scalze felt that drainage concerns were valid and <br />should be addressed at this time.
