MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />that there are also concerns about grading and pointed <br />out that there is a lot of junk on the site. Neighbors <br />are concerned that this junk will get pushed over onto <br />their property. There is also concern about the <br />landscaping plan and the need for buffering the <br />residential development from the lighting of the <br />industrial park. <br />Johnson pointed out that the developer is proposing 27 <br />new homes in a very limited area and that there are <br />less than 25 homes in this area now. Johnson felt that <br />this development would cause the upgrading of Jackson <br />Street from a 3 ton road to 7 ton and asked who would <br />bear this expense. <br />Johnson felt that the matter needed more time and that <br />normal procedures should be followed. Johnson felt the <br />matter should be resubmitted to the Planning <br />Commission. <br />Johnson also reported that the financial history of the <br />site and adjacent industrial park was quite interesting <br />and related that history to the Council. <br />Hanson stated that the Council would like to see the <br />area developed into a nice residential area, however, <br />indicated that the Council is concerned about the final <br />picture. <br />Scalze pointed out that the Planning Commission has the <br />prerogative of tabling matters giving themselves 60 <br />days within which to act on a matter. Scalze felt that <br />when the Commission is forced to act on a matter and <br />denies it, the chances are that same matter will be <br />denied by the City Council. Scalze stated that she had <br />no doubt that this particular proposal should have been <br />tabled. Scalze suggested that the Council table action <br />on the preliminary plat and send it back to the <br />Planning Commission due to concerns of the road <br />easement from Jackson Street as well as drainage <br />concerns. Scalze also pointed out that the Park <br />Commission needs to review and make a recommendation. <br />Welch pointed out the existing 30-foot strip of park <br />land on the eastern edge of the plat. Welch also <br />indicated that a park dedication fee has already been <br />paid on the entire parcel. <br />Scalze disagreed and reported that her research <br />indicates that the park charge on the residential <br />portion is still pending. <br />Page 6 <br />
