MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />Welch pointed out that the park charge can be addressed <br />in the development agreement. <br />The City Engineer pointed out that easement <br />requirements, drainage considerations and right-of-way <br />issues need to be addressed. <br />Welch felt these issues could be addressed as part of <br />the final plat. <br />Scalze felt that while the proposal may be at concept <br />stage, it was not yet at the preliminary plat stage. <br />Blesener reported that he had concern about the slope <br />on Lot 1 feeling that it was at greater than 5%. <br />Blesener was also concerned about run-off from the site <br />onto the industrial park. Blesener stated that he <br />agreed with the concept of the plat, but could not <br />approve the preliminary plat at this time. Blesener <br />also pointed out house pads were 20 feet above the <br />grade at the back of the lots and questioned how these <br />homes could be screened. Blesener also asked the <br />neighbors to rethink the road connection to the <br />industrial park, feeling that the way the road is <br />proposed now it was inviting more traffic into the <br />area. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-3-106 - TABLING ACTION ON THE YORKTON <br />RIDGE WEST PRELIMINARY PLAT AND CONTINUING THE PUBLIC <br />HEARING PENDING PLANNING COMMISSION REVIEW DUE TO THE <br />FOLLOWING CONCERNS: STORM WATER DRAINAGE OF THE ENTIRE <br />PLAT~ UTILITIES TO THE PLAT~ BUFFERING AND LANDSCAPING <br />OF THE NORTHERN LOTS FROM THE INDUSTRIAL PARK~ REVIEW <br />BY THE PLANNER OF TRAFFIC CONCERNS IN THE AREA AS WELL <br />AS IMPACT OF CONNECTING THE ROAD TO THE INDUSTRIAL <br />PARK~ EASEMENT OVER THE JOSEPH FASCIANA PROPERTY TO THE <br />SITE~ RECOMMENDATION FROM THE PARK COMMISSION FOR PARK <br />CHARGE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />The Administrator pointed out that the matter will be <br />considered by the Planning Commission at their April <br />11th meeting and possibly by City Council on April <br />24th. <br />Page 7 <br />
