MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />Scalze reported that she was not interested in seeing <br />any more industrial-type uses in this area, and <br />commented that this was part of her rational in <br />approving Tax Increment Financing assistance. <br />Brueggemann reported that the Phase III building will <br />be a uniform height building, unlike Phase I, and there <br />are only two loading docks on the building. <br />Brueggemann reported that he has occupancies of July <br />1st on the Phase II building and September lst on the <br />Phase III building. He is currently actively pursuing <br />permanent financing. Brueggemann reported that he must <br />exercise options on the Nadeau property and give them <br />due time to relocate, but is hoping to be underway on <br />Phase II within the next 60 days. <br />The City Administrator pointed out that the downsizing <br />of the Phase II building may have a negative impact on <br />TIF project, and he would like any approvals contingent <br />upon TIF feasibility. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-3-108 - APPROVING THE AMENDMENT TO <br />PLANNED UNIT DEVELOPMENT FOR KANDICE HEIGHTS PHASE II <br />AS PRESENTED SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS OUTLINED IN HIS <br />REPORT DATED MARCH 11, 1991 WITH THE EXCEPTION OF <br />RECOMMENDATION #2, AND SUBJECT TO EXECUTION OF A <br />DEVELOPMENT AGREEMENT WITA THE CITY AND DETERMINATION <br />BY THE CITY OF TAX INCREMENT FINANCING FEASIBILITY <br />Hanson asked if it were possible for Mr. Brueggemann to <br />make any commitment to the property owners on the north <br />and south who would be involved in future phases the <br />project. <br />Mr. Brueggemann •reported that he is committed to <br />carrying through on the entire project. He and his <br />partners are very satisfied and the lending community <br />views the project admirably. Brueggemann suggested <br />that if the recession turns around by fall, it is <br />possible that Phases IV and V could proceed next year. <br />Brueggemann reported that with the availability of the <br />Don Gagne parcel, a different scheme is being <br />considered for that area. Brueggemann stated that his <br />commitment to the entire project was a serious one. <br />Hanson asked if Mr. Brueggemann would be comfortable <br />talking with the property owners in the area to give <br />them some reassurance. <br />Page 9 <br />
