MINUTES <br />CITY COUNCIL <br />APRIL 10, 1991 <br />POLICE Blesener pointed out the issue of consolidation of the <br />DEPARTMENT St. Paul Police Department and Ramsey County Sheriff's <br />CONSOLIDATION Department is under consideration. Blesener did not <br />believe that the issue was intended to progress as <br />quickly as it has, and felt that this was due to <br />publicity about the issue. Blesener pointed out that <br />currently the City of St. Paul has a cost per capita of <br />5110 for police protection. The City's cost, through <br />its contract with the Ramsey County Sheriff's <br />Department, is $50 per capita. Therefore, the City <br />would be a loser should consolidation occur, with no <br />improvement in police protection. Blesener felt that <br />the City needed to make its Legislators aware of the <br />situation. <br />The City Administrator reported that the concerns <br />outlined by Mr. Blesener, are concerns of all the <br />suburban cities involved. The Administrator reported <br />that the push for consolidation has come from 5t. <br />Paul's Legislators. The Administrator also reported <br />that city managers have been meeting on this issue with <br />members of Ramsey County staff trying to put together a <br />bill that is more amenable to the parties involved. <br />The Administrator thought he would have more <br />information for the Council to review within the next <br />couple of days. <br />The Administrator also reported that the issue has <br />expanded beyond the issue of police protection, and the <br />suburban cities are evaluating whether there are other <br />areas where consolidation would make sense. A report <br />is due by the first of the year. <br />Blesener pointed out that the City has already absorbed <br />large increases in the cost of police protection, and <br />he was not prepared to go beyond those increases. <br />DEVELOPMENT Scalze suggested that the Roseville School District be <br />informed of the residential development that are <br />pending in the City. Scalze pointed out that this <br />information will be helpful in planninq for future <br />enrollments. <br />VOUCHERS Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-4-136 - APPROVING THE VOUCHERS <br />Page 16 <br />
