MINUTES <br />CITY COUNCIL <br />APRIL 10, 1991 <br />Sanders reported that the Park Commission held a public <br />review of this proposal. One of the issues raised at <br />that meeting was access. Sanders pointed out that <br />Gervais Creek runs along the north side of the Water <br />Works property. Aowever, there would be good access to <br />the trail from the south, including the Jackson Street <br />area. There is some right-of-way in the Burke Lane <br />area, however, access from this area would require <br />constructing a pedestrian bridge across the creek. <br />This is not a part of tonight~s proposal. <br />Blesener asked if the proposed pathway would be <br />expanded in the future. <br />Sanders replied that the proposed pathway is a part of <br />the City~s overall master plan for trails. In the <br />future the pathway would be extended up to the ponding <br />area just east of Rice Street. There is no access for <br />the trail under the freeway, therefore, the trail would <br />be connected with facilities on the east side of the <br />freeway via Little Canada Road. <br />Sanders reported that there are currently a lot of <br />people walking the Water Works property, and the Park <br />Commission has received requests for the trail <br />improvement. <br />Hanson asked if ineasures would be taken to keep <br />motorized vehicles off the trail. <br />Sanders anticipated gates at either end of the trail. <br />Hanson asked if the Water Works has approved the trail <br />proposal. <br />Sanders replied that Water Works has not yet granted <br />approval. Plans will be submitted to the Water Works <br />in order to obtain a permit for the trail. Sanders <br />pointed out that the Water Works Department has been <br />receptive to other uses of their property, and he did <br />not anticipate a problem as long as the City assumes <br />the expense of trail replacement should the Water <br />Department need to disturb the trail to repair water <br />lines. <br />Collova asked if the trail would be limited to <br />pedestrian traffic. <br />Sanders replied that the trail would be open to bikes <br />as well as pedestrians. Sanders also noted that the <br />City has not prohibited skateboards or roller blades <br />from its trails. <br />Page 3 <br />
