MINUTES <br />CITY COUNCIL <br />APRIL 10, 1991 <br />LaValle suggested that since this trail makes no <br />connection with the existing trail system, that the <br />money might be better spent completing Pioneer Park at <br />this time. <br />Sanders reported that the reason the Park Commission is <br />proposing this improvement is because of comments from <br />residents on the west side of the freeway that the City <br />does not provide enough park facilities for them. <br />Sanders pointed out that people are using the Water <br />Works property, and this trail is an improvement that <br />can be made for the west side of the freeway in order <br />to provide a more balanced park system. <br />LaValle felt this was not the answer since the trail <br />did not go anywhere as proposed. LaValle asked if <br />there were many people using the Water Works property. <br />Bill Quirin reported that he walks early in the morning <br />and has not seen many people walking the area. Quirin <br />pointed out the trail would be a real benefit to <br />employees of the businesses in the area as well as <br />residents of the multiple dwelling units and senior <br />citizens in the area. <br />Scalze pointed out that the City's major parks, Spooner <br />and Pioneer, are located in the center of the City. <br />However, Scalze felt the trail would serve a large <br />amount of people, pointing out the multiple dwelling <br />units in the area. <br />Quirin stated that he heard discussion about the <br />possibility of a picnic area. <br />Sanders reported that there is a small triangular piece <br />of property adjacent to the Water Works land that may <br />have some potential for a small park area. However, <br />the City does not own this property, and has not <br />pursued acquisition. <br />Hanson asked if the path would be plowed during the <br />Winter. <br />Sanders reported that City policy has been to only plow <br />those trails were there has been demand for it. <br />The City Administrator noted that added trail does mean <br />added maintenance, however, he did not believe this <br />addition to the City~s trail system would be <br />unmanageable. The Administrator reported that plowing <br />of trails is only a priority after other plowing has <br />been completed. <br />Page 4 <br />
