MINUTES <br />CITY COUNCIL <br />APRIL 10, 1991 <br />instances. The City Attorney noted that the City would <br />have to carry insurance on this property just like any <br />other City property. If roller blades or skateboards <br />become a problem, the City can prohibit them. <br />Malsam suggested that the businesses in the area be <br />contacted about contributing towards the cost of the <br />pathway. <br />Scalze pointed out that these businesses paid park <br />dedication fees when they were first constructed. <br />DeBace pointed out that although construction costs may <br />have been donated, the taxpayers in the City will have <br />to bear the cost of insurance and maintenance. DeBace <br />pointed out that taxes are hiqh in the City, and <br />suggested that the Council consider all the costs of <br />the pathway. <br />Scalze pointed out that construction of a pathway on <br />the Water Works property is a good example of making <br />use of property that is already off the tax roles <br />through a cooperative venture with another governmental <br />body. <br />Hanson pointed out the proposed Yorkton Ridge West <br />development which will add more residential homes to <br />the area. <br />Sanders pointed out that there were mixed feelings from <br />the Burke Lane residents about the pathway. However, <br />their major concern was for access to the pathway. <br />Sanders also reported that the initial interest in the <br />pathway came from the Jackson Street area. <br />Scalze felt that the pathway would be an amenity for <br />the area even if it could never be extended further <br />north. <br />Blesener pointed out that if the path could not be <br />extended to the north, it could always be looped back <br />around. <br />Mr. Tomaszewski asked if the area alongside the path <br />would be mowed. <br />Sanders thought it may not be necessary to mow the <br />area, pointing out that mowing would effect the <br />wildlife. <br />Malsam suggested the trail be surfaced in wood chips <br />rather than asphalt. <br />Page 6 <br />
