MINUTES <br />CITY COUNCIL <br />APRIL 10, 1991 <br />Sanders pointed out that a chip trail would be more <br />difficult to maintain and not usable for the elderly or <br />bikers. <br />LaValle stated that he would like to see more <br />information on the triangular piece of property which <br />could possibly be developed as a neighborhood park <br />area. <br />Mr. Zender reported that he walks the paths in Spooner <br />Park and seldom sees anyone else using the paths. <br />Zender suggested that before the City spends $30,000 on <br />a pathway, it should determine if the existinq paths <br />are being used. <br />Bill Bruce reported that the public present at the Park <br />Commission meeting were about 50/50 in support of the <br />proposed trail. Bruce suggested that the Burke Lane <br />residents were hesitant because they viewed the <br />proposal as another encroachment on their area. <br />Regarding security on the trail, Bruce reported that <br />Steve Goeritz indicated that a paved trail would make <br />the area easier to patrol for the Sheriff~s Department. <br />Pete Costa reported that he never sees anyone using <br />Pioneer Park. <br />Scalze noted that the trails in Pioneer Park have not <br />been surfaced yet and facilities in that Park not <br />completed or programmed. <br />Quirin pointed out that the residents on the west side <br />of the freeway have no way to get to the park <br />facilities on the east side of the freeway. <br />Council consensus was to call for bids for the trail <br />improvement, but asked that the Park Commission put <br />together some statistics on use of trails and other <br />documentation that would justify the improvement. <br />Blesener suggested that the existing trails under the <br />power lines could be monitored for usage. <br />DeBace suggested that the City also obtain information <br />on the cost of insurance, snowplowing and maintenance <br />of the trail. <br />The City Administrator pointed out that before bids <br />could be awarded, the St. Paul Water Department will <br />have had to give their approval. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />Page 7 <br />
