MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />RESOLUTION N0. 91-4-146 - PROVIDING FOR THE PUBLICATION <br />OF THE TITLE AND SUMMARY OF AN ORDINANCE AMENDING <br />CHAPTERS 701 THROUGH 706 OF TAE LITTLE CANADA MUNICIPAL <br />CODE RELATING TO THE NON-INTOXICATING AND INTOXICATING <br />LIQUOR WITHIN THE CITY OF LITTLE CANADA <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Hanson, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />PAWN SHOP The City Attorney reported that he has reviewed the <br />ORDINANCE Sheriff's Department's recommended amendments to the <br />proposed Pawn Shop Ordinance, and he has no problems <br />with these recommendations. The Attorney also noted <br />the letter received from the owner of the existing pawn <br />shop in the City. <br />Scalze agreed with the recommendations of the Sheriff's <br />Department, and felt they should be incorporated in the <br />proposed Ordinance. Scalze pointed out that the big <br />question left to resolve is the fee. Scalze reported <br />from a Star Tribune article that the pawn shop license <br />fee in the City of Eagen is $8,000 per year based on <br />what their police department said it would cost to <br />check for stolen goods. Bloominqton's license fee is <br />$1,500 annually, while Minneapolis's is $310 and St. <br />Paul's $500. Scalze pointed out some of the <br />requirements provided in the Ordinance which will <br />require work on the part of the Sheriff's Department. <br />Blesener asked what the Sheriff's Department feels some <br />of the requirements, such as investigation, will cost. <br />The City Administrator pointed out that under the <br />contract with the Sheriff's Department there will be no <br />additional cost to the City unless the Sheriff's <br />Department decides to impose one. <br />Scalze felt the license fee should be high enough to <br />cover costs. Scalze felt that if the Sheriff's <br />Department is required to spend the time, the City's <br />police protection costs will increase. <br />Blesener pointed out that currently the City pays for <br />one officer, and even if costs do not increase, the <br />City will lose officers' time which will have to be <br />spent on pawn shop enforcement. <br />Mr. Bentz, pawn shop owner, felt that Sheriff's <br />Department time would be a wash since time spent on <br />Page 10 <br />
