MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />investigation of pawn shop operations would save time <br />in other types of investigations. Bentz asked the <br />Council's intent for regulation of sale of guns. <br />Blesener reported that his interpretation of the <br />Ordinance is that only the sale of hunting guns would <br />be allowed. Handgun sales would be prohibited. <br />Bentz stated that he would like to see sales of all <br />legal weapons allowed as regulated under Federal Law. <br />Blesener suggested that the City get a recommendation <br />from the Sheriff's Department on this issue, in <br />addition to the matter of investigation costs. <br />Scalze agreed, pointing out that license fees should <br />reflect costs. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-4-147 - CONTINUING TO TABLE ACTION ON <br />THE PROPOSED PAWN SHOP ORDINANCE PENDING ADDITIONAL <br />INFORMATION <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (5) Blesener, Hanson, Collova, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze pointed out Section 817.210 of the Ordinance <br />which addresses stolen goods, asking how a pawn shop <br />could accept goods they believe to be stolen. <br />A representative of the pawn shop reported that in some <br />cities the police department asks the pawn shop to take <br />in these goods since the person pawning an item must <br />present identification. <br />Blesener asked the City Attorney to research the <br />necessity of Section 817.29 addressing second-hand <br />dealer or pawn broker. <br />THUNDER BAY The City Engineer reported that over the past year the <br />DRAINAGE City has received complaints about drainage in the <br />Thunder Bay area. A study was done of the area, and a <br />survey of affected property owners determined an <br />interest in resolving the drainage situation. The <br />Enqineer reported that neighborhood meetings were held <br />to discuss the alternatives, and the results of those <br />meetings are outlined in the City Administrator's <br />Page 11 <br />
