MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />Blesener stated that it was his feeling that he did not <br />want the appearance of the area any worse that it is <br />today. Blesener felt that if the slope of the berm is <br />any greater, it will provide a greater view of the <br />parking lot. Blesener pointed out that right now the <br />residents see the tops of buildings and he did not want <br />them to have to look at the parking lots. <br />Darr reported that the problem is that the berm has to <br />be balanced with the grade of the railroad tracks, <br />utilities and existing homes on Jackson Street. Darr <br />explained the elevations in the area. Darr reported <br />that if the berm is required to be 10 feet in height, <br />this will eliminate the backyards for the homes <br />proposed on the north side of the street because of the <br />slopes that will be necessary. Darr pointed out that <br />the preliminary plat provides for houses to be <br />staggered, thus using the proposed homes as a buffer in <br />addition to landscaping along the north property line. <br />Darr reported that the existing homes will not see the <br />industrial park, it is the new homes that will have the <br />problem. <br />Blesener asked about the road connection to the <br />industrial park shown on the preliminary plat. <br />The City Engineer reported that Mr. Darr is present <br />this evening to inform the Council of discussions <br />to-date, and is not asking for preliminary plat <br />approval at this time. The Engineer reported that the <br />developer is planning to go back to the neighbors for <br />further discussion of the proposal. <br />The City Engineer reported that the developer is <br />brinqing the majority of drainage to the street and <br />staggering lots so that residents from the south will <br />see homes and not the industrial park. The Engineer <br />reported that it is not possible to get a 4-to-1 slope <br />on the berm. Therefore, a fiber blanket will be <br />required as well as landscaping with a fast-growing <br />tree with a fast root system. The residents on the <br />south will not get visual protection from the slope. <br />The Engineer also reported that he is looking at <br />erosion control and keeping the storm sewer and ponds <br />free of debris. The Engineer reported that the <br />developer is trying to keep the level of the area up. <br />The alternative would be that the existing homes would <br />see the tops of the new homes and then into the <br />industrial park. <br />Darr reported that he was told to put the road <br />connection to the industrial park back in the plat. <br />Page 3 <br />
