MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />Darr stated that he could not understand the worry <br />about traffic through the existing neighborhood, <br />pointing out that traffic can be controlled with <br />signage. Darr reported the plat called only for road <br />right-of-way easement, rather than the road connection, <br />contours would have to be changed in order to get the <br />drainage to work. Darr also pointed out that if the <br />road connection is improved at a later date, the City <br />will be faced with deciding how to pay for the <br />connection. Darr suggested that the road connection be <br />improved now and the City could either barricade it or <br />control access with signage and weight restrictions. <br />The City Engineer reported that his concern was that <br />employees of the industrial park will use the road <br />connection for access into the industrial park from the <br />south. The Engineer suggested that the connection <br />could be made one-way going north, pointing out that <br />then the residents of the area also have the option of <br />using the access while traffic is restricted from the <br />north. <br />Blesener questioned the ability to control a 100-foot <br />stretch of roadway. <br />The City Engineer felt that the developer was getting <br />close to the best engineering design possible for the <br />plat. The City Engineer reported that the preliminary <br />plat was not ready and suggested that the the matter be <br />tabled so that the developer can hold another meeting <br />with the neighbors to discuss changes in the plat. <br />Blesener suggested that when the matter comes back to <br />the City Council, that the developer bring in some <br />cross-sections showing the grade changes. <br />Joe Fasciana suggested that if the road connection is <br />made to the industrial park, that access to the area be <br />solely from the industrial park and not from Jackson <br />Street. Fasciana felt that the road connection to the <br />industrial park was not doing the existing residents <br />any favors. <br />Another resident of the area stated that he would not <br />be in favor of the road running through to the <br />industrial park. <br />Collova stated that he did not want to see the new <br />residential area accessed solely through the industrial <br />park.
