MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />Scalze stated that the Council will need to see a <br />landscape plan for the property. <br />Darr replied that the landscape plan will be part of <br />the final plat. <br />Scalze noted that at the Planning Commission's meeting <br />the residents of the area brought up the fact that <br />lights from the industrial park are shining onto their <br />properties. <br />Darr replied that Code requires that lighting not shine <br />onto adjacent property. Darr pointed out that the <br />elevations being proposed would be 10 feet higher than <br />the light standards in the industrial park. <br />LaValle felt that if the road connected with the <br />industrial park, there should be weight restrictions <br />posted on the residential road. <br />The City Engineer pointed out that the road would be <br />constructed to residential standards, and would not <br />support industrial truck traffic. <br />A resident of the area stated that if semis find a <br />short-cut, they will use it. The resident felt that if <br />the connection were made one-way it would be difficult <br />to enforce, especially during the early morning hours. <br />Darr pointed out that the connection would provide <br />another access into the area especially for emergency <br />vehicles should Jackson Street be blocked off. <br />The residents stated that one access into the area has <br />never been a problem in the past. <br />Fasciana stated that if access is provided by his <br />property, he would like the road lowered slightly so <br />that his yard will drain towards the street. <br />The City Enqineer replied that there is room to do <br />this. <br />The owner of Rue Plastics reported that there is a <br />piece of City property adjacent to his, and asked if <br />there was a way that he could use this land for <br />additional parking. <br />The City Administrator reported that staff has not been <br />able to locate the final plat for the industrial park, <br />however, the landscape plan for the park shows that <br />this land was donated to the City for park.
